Vendor Alert House Bill 914
On May 23, 2005, the Texas Senate passed House Bill No. 914, adding Chapter 176 to the Local Government Code, and imposing new disclosure and reporting obligations on vendors and potential vendors to local government entities beginning on January 1, 2006. This includes School Districts.
Failure to abide by these new statutory requirements can result in possible criminal penalties.
Navarro Independent School District is requiring you to complete the CONFLICT OF INTEREST QUESTIONNAIRE (FORM CIQ) prepared by the Texas Ethics Commission, at the direction of the legislature and strongly recommends you become familiar with House Bill 914.
Navarro Independent School District will not provide any further interpretation or information regarding these new requirements.

Local governement officers must file a disclosure statement with the district if:
• A gift valued at $250 or more is accepted. This does not include food, lodging, transportation, or entertainment accepted as a guest.
• A form must be completed if a person is considering contracting with the district and employment or a business relationship exits with the local government officer or a family member of the officer that results in the officer or family member receiving taxable income.

The Navarro Independent School District is accepting proposals by mail or in person at the Business Office, 6450 N. State Hwy. 123, Seguin, TX. 78155 or mailed to: P.O. Drawer 10, Geronimo, TX. 78115, for Proposal #08-004 PROFESSIONAL ANNUAL AUDITING SERVICES for Fiscal Year Ending August 31, 2009, (with 2 possible (1) year extensions)
Proposals will be received Thursday May 15, 2008 at 11:30 a.m.at which time they will be opened and read. The opening will take place in the Navarro ISD Business Office at the above address.
Proposal envelopes must be plainly marked with the proposal number and description, to the attention of Nancy York, Purchasing Agent. The Business Office may open unmarked submissions to properly identify them. Proposal submitter’s are therefore advised to correctly mark their submissions in order to protect the integrity of their proposal and fully avail themselves to the completive sealed proposal process.
All deviations from these specifications must be clearly stated in the proposal. Any significant limitations of coverage, restrictive conditions, etc., must be clearly described.
THESE SPECIFICATIONS ARE NOT INTENDED TO BE RESTRICTIVE WITH RESPECT TO ANY INNOVATIVE TECHNIQUES FOR RATING OR FOR PROVIDING COVERAGE, IF A DISTINCT ADVANTAGE CAN BE DEMONSTRATED. PROPOSALS FAILING TO MEET ALL SPECIFICATIONS WILL NOT NECESSARILY BE REJECTED, BUT ANY DEVIATIONS MUST BE CLEARLY NOTED TO BE CONSIDERED.
